Heard learned Counsel appearing for the Petitioners.

Prayers (a) to (c) of this Petition, which are the substantive prayers, read thus:

“(a) Directions may be given to The Reserve Bank of India to form a Committee and enquire into the loans advanced by Nationalized Banks and to submit a report and allow to take actions on those officers/banks.

(b) Appoint a Committee of retired High Court or Supreme Court Judge with Judicial Powers to investigate and prosecute such scamsters and look into the lacunae in Law so that funds are not plundered by dishonest

(c) Directions may be given to Pune Municipal Corporation to investigate projects where those fraudulent Builders should be stopped from conducting construction business and no sanction of new Plans should be cleared without honest and through investigation.”

Before making such prayers seeking a writ of mandamus, the Petitioners ought to have approached the concerned authorities by pointing out specific illegalities complained in specific cases and by calling upon them to take action in accordance with law.

The Petitioners have not even invited attention of the concerned authorities to them specific case of alleged illegalities by making necessary representation. Therefore, at this stage, this PIL claiming aforesaid reliefs cannot be entertained. We dispose of this PIL. However, we grant liberty to the Petitioner to approach the appropriate authorities with their grievance.
