 The petitioners are villagers of Village Pingalmunda, which was there under th
e jurisdiction of the old Grama Panchayat named Ghunsar in the district of Bolangir. On bifurc
ation of Ghunsar Grama Panchayat, a new Grama Panchayat named Sahajpali has been created.

 The petitioners, on the ground of proximity, administrative convenience and ab
sence of geographical barriers, want that their village Pingalmunda should continue to remain
under the jurisdiction of Ghunsar Grama Panchayat.

 Taking into consideration the limited grievance of the petitioners and without
 going into merit of the case, the writ application is disposed of with a direction that the p
etitioners shall file a detailed representation along with a certified copy of this order and
a copy of the writ application containing all the Annexures before the learned Commissioner-cu
m-Secretary to the Government in Panchayati Raj Deptt. within 15 days from today.

 Learned Commissioner-cum-Secretary, P.R. Department is directed to consider th
e grievance of the petitioners within four weeks from the date of receipt of a certified copy
of this order. If necessary, the petitioners and other concerned parties may be given opportun
ity of

 hearing in the matter and a reasoned order in consonance with the guidelines of the Go
vt. be passed by Commissioner-cum-Secretary, P.R. Department.

 The Notification vide Annexure- 1 so far as exclusion of Village- Pingalmunda
from Ghunsar Grama Panchayat is concerned, shall not be given effect to, till disposal of the
representation of the petitioner by the learned Commissioner-cum-Secretary, P.R. Department.

 The writ application is accordingly disposed of.

 Urgent certified copy of this order be granted as per rules.
