The petitioners, on the ground that the population of Kotagaon is highest and it is situated at equi-distance from all the villages of the newly created Grama Panchayat Bal agaon, want that the Headquarters of Balagaon Grama Panchayat should be fixed at Kotagaon. The new Grama Panchayat Balagaon should be named after Kotagaon.

Learned counsel for the petitioners submits that, though the grievance of the petitioners was genuine, but it was not considered by the appropriate authority at the time of disposal of the earlier representation and the guideline in this regard was not followed. Taking into consideration the limited grievance of the petitioners and without going into merit of the case, the writ application is disposed of with a direction that the p etitioners shall file a detailed representation along with a certified copy of this order and a copy of the writ application containing all the

Learned Commissioner-cum-Secretary, P.R. Department is directed to consider th e grievance of the petitioners within six weeks from the date of receipt of a certified copy o f this order. The petitioners and other concerned parties may be given opportunity of hearing in the matter and a reasoned order in consonance with the guidelines of the Govt. be passed by Commissioner-cum-Secretary, P.R. Department.

The learned Commissioner-cum-Secretary, P.R. Department is directed not to be influenced by any political consideration in disposing of the representation of the petitioner s and he is further directed to act strictly in accordance with the guidelines.
