 The Office of Sarpanch of Kalinga Grama Panchayat under Hatadihi Block in the
district of Keonjhar has been kept reserved for S.T. (Women) Category in the rotational reserv
ation of seats for the ensuing Grama Panchayat Election.

 Learned counsel for the petitioners submits that according to the relevant gui
delines, the aforesaid Office should have been kept reserved for BCC Category.

 Taking into consideration the facts and submissions and without going into mer
it of the case, this writ application is disposed of, with a direction to the petitioners to f
ile a detailed representation along with a certified copy of this order and a copy of the writ
 application containing all the Annexures before the Collector, Keonjhar within 15 days from t
oday. The Collector, Keonjhar (Opp. Party No.2) is directed to dispose of the representation o
f the petitioners within four weeks from the date of its filing, by passing a reasoned order s
trictly in accordance with the guidelines, relevant Act and Rules governing the field. Opportu
nity of hearing be also given to the parties concerned.

 The writ application is accordingly disposed of.
