Taking into consideration the limited grievance of the petitioners and without goin g into merit of the case, this writ petition is disposed of with the direction that the petiti oners shall file a detailed representation along with the certified copy of this order and a c opy of the writ petition containing all the Annexures before the Commissioner-cum-Secretary to the Govt. in Panchayati Raj Department within 7 (seven) days from today.

Learned Commissioner-cum-Secretary, Panchayati Raj Department is directed to conside r the grievance of the petitioners within four weeks from the date of receipt of the certified copy of this order. The petitioners and other concerned parties be given opportunity of heari ng in the matter, and a reasoned order in consonance with the guidelines of the Government be passed by the Commissioner-cum-Secretary, P.R. Department.
