The petitioner is aggrieved by the fact that, during rotational reservation of seats
for the ensuing Grama Panchayat Election, the seats of Sarpanch from Jatla Grama Panchayat un
der Sohela Block in the district of Bargarh has been reserved for S.C. (Women) category, thoug
h the same should have been kept reserved for B.C.C. or UR (Unreserved) category.
Taking into consideration the facts and submission and without going into the merit
of the case or claim of the petitioner, this writ petition is disposed of directing the petiti
oner to file a detailed representation along with the certified copy of this order and a copy
of the writ petition containing all the Annexures before the Collector, Bargarh (opp. party no
.3). Learned Collector, Bargarh shall dispose of the representation of the petitioner within f
our weeks from the date of its filing, by passing a reasoned order in reference to the relevan
t rules and guidelines of the government. Opportunity of hearing be afforded to all the parti
es concerned while disposing of the representation of the petitioner.
The writ petition is accordingly disposed of.
