 Heard learned counsel for the petitioner and learned Addl. Govt. Advocate.
 The petitioner is aggrieved by the fact that, during rotational reservation of seats
 for the ensuing Grama Panchayat Election, the seat of Panchayat Samiti Member from Serapali G
rama Panchayat under Malkangiri Panchayat Samiti in the district of Malkangiri has been reserv
ed for S.T. category, though the same should have been kept reserved for S.T. (Women) category

 Taking into consideration the facts and submission and without going into the merit
of the case or claim of the petitioner, this writ petition is disposed of directing the petiti
oner to file a detailed representation along with the certified copy of this order and a copy
of the writ petition containing all the Annexures before the Collector, Malkangiri (opp. party
 no.2) and Commissioner-cum-Secretary, Panchayati Raj Department (opp. party no.1). Whoever o
f the above authorities is competent to deal with the matter, shall dispose of the representat
ion of the petitioner within eight weeks from the date of its filing, by passing a reasoned or
der. If necessary, opportunity of hearing be afforded to all the parties concerned.
