Section 19. Supplementary Budget

1"The Chairman or in his absence, the Vice Chairman " may, at any time during the year for which the Budget has been approved by the Government, lay before the Board a Supplementary Budget and the provisions of Sections 17 and 18 shall apply to such Budget.
