Heard learned counsel for the pel Ltioner and Mr.L.Ravinder, learned Assistant Governmenl Pleader for Revenue appearing for respondent Nos.l to 3.

Petitioner herein is claiming that he is the absolute owner and possessor of land admeasuring Ac.0.()2 guntas in Sy.No.l603/RUi6, situated at Arutal Village, Manchal Mandal, Rangareddy District, on the strength of ri:gistered sale deed bearing document No.29283 of 2019, dated 20.08.2019. In proof of the same, he has filed copy of the r:ergistered sale deed. He has submitted three written representations to respondent Nos.2 and 3 with a request to mutate liis name and issue pattadar passbook. Despite receiving and acknowledging the said representations, respondent Nos.2 and :i did not act upon the same. Thereafter., petitioner has submitte:d two online applications bearing Nos.MU022001532228 and MU022001532962, both dated 17.03.2020 with respondent

No.2 with a request to mutate his name and issue pattadar passbook. Despite receiving and acknowledging the said online applications, respondent No.2 did not act upon the same. Aggrieved by the said inaction of respondent No.2, petitioner filed the present writ petition.

Mr.L.Ravinder, leamed Assistant Government pleader for Revenue, on instructions, would submit that as per Schedule A of the Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for shoft^.Rules, 2025,), respondent No.3 is the Competent Authority and therefore, respondent No.2 will forward the said applications to respondent No.3. Respondent No.3 will consider the same in accordance with law by putting the petitioner and all interested parties on notice and aflording tlrem an opporlunity.

In the light of the said submissions, this Writ petition is disposed of, directing respondent No.2 to forward the aforesaid two online applications submitted by the petitioner seeking mutation of his narne and issuance of pattadar passbook in respect of the subject property, to respondent

No.3. On receipt of the same, respondent No.3 shall^consider

and dispose of the same in accordance with law^{b y putting the} petitioner and all interested parties on notice and affording them an opportunity. If respondent No.3 is nr:t inclined^to accept the request made by the^petitioner, he shall assign specific reasons, pass a reasoned order and cotntnunicate^the copy of the same to the^petitioner.
