Petition under Article 226 of the Constitution of lndia prayinq that in the circumstances stated in the affidavit filed therewith. the High Court may be pleased to issue a writ or order or direction especially one in the nature of writ of Mandamus- i. declare the impugned proceeding No.CRP/PER/C l0'1215149 dt. 1'l12-2OO4 issued by the 2nd Respondent and consequential Appellate Order No. CRP /PER/C/01211057 dL.25-4-2OS issued on behalf of 1st Respondent as illegal arbitrary and set aside the same. ii, Consequently direct the respondents to restore the increment deferred in terms of impugned proceeding No. CRP/PER/C/01215149 dt. 11-12-2004 issued by the 2nd respondent and treat petitioners promotion as Superintending Engineer (E&M) in E5 grade along with all the consequential benefits such as back wages and seniority etc., w.e.f. 1-10-2003
