This Writ Petition is filed seeking an order in the nature of Wnt oJ Mandamus to declarc the impugned order passed by the 2r,d respondent vide Endorsement No.891 of 2022, dated 17.11.2022 as void and consequently to direct the Respondent No.3 to register the Sale Deed presented bv the petitioner in respect of land admeasuring Ac.S.OO guntas, situated in Sy.No.131 of Jawaharnagar Village, Kapra Mandal, Medchal-Malkajgiri District, without insisting for No Objection Certificate lrom the 2nd re spondent.

Section 71 of the Registration Act, 1908, reads as fol lows:-

"Reasons for refusal to register to be recorded.-

¶37

(1) Every Sub-Registrar refusing to register a document, except on the ground that the property to which it relates is not situate within his sub-district, shall make an order of refusal and record his reasons for such order in his Book No. 2, and endorse the words "registration refused" on the document; and, on appllcation made by any person executing or claiming under the document, shall, without payment and unnecessa,ry delay, give him a copy of the reasons so recorded.

(2) No registering ofhcer shall accept for registration a document so endorsed unless a,nd until, under the provisions hereinafter contained, the document is directed to be registered."
