It is submitted by le arned counsel for the petitioner that, there was a proposal to constitute Bentalpur Grama Panc hayat, in view of the distance of Village- Bentalpur from Orasahi Grama Panchayat. Instead of constituting Bentalpur as a Grama Panchayat with the contiguous village, another village Kanda garadi and adjacent village Orasahi were notified to be Grama Panchayats vide Annexure- 7.

The present petitioner is aggrieved by such action of the Govt., as Orasahi Gr ama Panchayat is at a distance of about 10 K.Ms. from Bentalpur and other contiguous villages and is separated by geographical barriers.

Taking into consideration the facts and submissions and limited grievance of t he petitioners, the writ application is disposed of directing the petitioner to file a detaile d representation along with a copy of the writ application containing all the annexures before the Commissioner-cum-Secretary to the Government, in Panchayati Raj Department within 15 days from today.

The Commissioner-cum-Secretary, P.R. Department is directed to consider the g rievance of the petitioner within four months from the date of receipt of a certified copy of this order. If necessity arises, the petitioner and other concerned parties may be given oppor tunity of hearing in the matter and a reasoned order in consonance with the guidelines of the Govt. be passed by Commissioner-cum-Secretary, Panchayati Raj Department.
