In absence of such representation, a copy of the writ petition containing all the Annexures be filed before the Commissioner -Cum- Secretary, Panchayati Raj Department (Opposite Party No.1), which shall be treated as representation.

The Commissioner -Cum- Secretary, Panchayati Raj Department (Opposite Party No .1) is directed to consider the grievance of the petitioners within three months from the date of receipt of a certified copy of this order. If necessity arises, the petitioners and other concerned parties may be given opportunity of hearing in the matter and a reasoned order in co nsonance with the guidelines of the Govt. be passed by the Commissioner -cum- Secretary, Panch ayati Raj Deptt. (Opp. Party No.1). The Notification vide Annexure-2 regarding bifurcation of Haldi Grama Panchaya t shall not be given effect to, till a decision is taken by the Commissioner -cum- Secretary, Panchayati Raj Deptt. (Opp. Party No.1), The writ petition is accordingly disposed of. Urgent certified copy of this order be granted as per rules. A free copy of this order be supplied to the learned Additional Government Adv ocate for compliance.
