Mohangiri Grama Panchayat and Manikera Grama Panchayat are two contiguous Grama Panc hayats. The present petitioners are villagers of Jamuli, Tentulipada, Mudis and Patangi. A n ew Grama Panchayat was created, taking 14 villages from Mohangiri Grama Panchayat and 9 villag es from Manikera Grama Panchayat, and the headquarter of the new Grama Panchayat was proposed to be established at village Dedsuli. The petitioners and other villagers approached the Dist rict Level Committee for establishment of the headquarters of the newly created Grama Panchaya t at village Jamuli instead of village Dedsuli for convenience of all the villagers of the new ly created Grama Panchayat. The District Level Committee recommended for establishment of the headquarters of the newly created Grama Panchayat at Jamuli, but the government notification vide Annexure-3 was issued showing the headquarters of the newly Grama Panchayat to be at vill age Dedsuli. The petitioners are aggrieved by such action of the Government in Panchayatraj D epartment.

Taking into consideration the facts and submission and without going into the meri t of the case, this writ petition is disposed of directing the petitioners to file a detailed representation before the concerned authority, i.e. opposite party no.1, along with a copy of the writ petition containing all the Annexures to justify their claim for establishment of the headquarters of the newly created Grama Panchayat at village Jamuli. The Commissioner-cum-Se cretary to the Government in Panchayatraj Department (opp. party no.1) is directed to dispose of the representation of the petitioners within four months from the date of filing of the sam e. He is further directed to give detail reason justifying departure from the recommendations of the District Level Committee and Block Level Committee. He is further directed to not to be influenced by any political interference, whoever he may be, except the guidelines formulat ed in this regard and except the convenience of all the villages under the newly created Grama Panchayat. Till a decision is taken by the Commissioner-cum-Secretary on the representation of the petitioners, the Notification vide Annexure-3 relating to creation of Dedsuli Grama Pan chayat shall not be given effect to.
