उपरोक्त विषयानुसार वनिेदन है वक जयपुर वजले के शाहपुरा तहसील के ग्राम कालच्या में सरकारी विधालय राजकीय उच्च प्राथवमक विधालय के पास संचावलत ईट उधोग का संचालन वकया जा रहा

है। ईट उधोग संचालको के होसले इतने बुलंद की है की घनी आबादी क्षेत्र ि वशक्षा के मंवदर तक इन्होने नहीं छोडा है। उक्त ईट उधोग का संचालन वबना वकसी रवजस्ट्रेशन ि अन्य पयाािरण एनओसी के संचावलत वकया जा रहा है। ग्राम कालच्या की जनता के द्वारा बार बार वजम्मेदार लोकसिेको को अिगत कराने के बाद कोई कारािाई नहीं की जा रही है। एक तरफ तो माननीय नरेंद्र मोदी एक पेड के नाम अवियान चलाकर पयाािरण संरक्षण को बढािा दे रहे है दूसरी तरफ ऐसे ईट उधोग पयाािरण प्रदूषण करने मे कोई कमी नही छोड रहे है सरकारी विधालय में आने िाले नन्ने मुने बच्चो को स्वस्थ िायु तक नही वमल पाती है ईट उधोग के संचालन के कारण विधालय के आसपास का िातािरण में चारो तरफ घनघोर प्रदूषण का कोहरा छाया रहता है िट्ट पर आने िाले पररिहन साधनो द्वारा चारो तरफ शोर शराबा का िातािरण रहता है गरीब वकसान के बच्चे को वबना वशक्षा ग्रहण वकऐ ही लोटना पडता है सारे वदन पर पररिहन साधनो का शोर शराबा विधालय के पास रहता है।
छोटे छोटे बच्चो को खेलने की उम्र में अस्थमा ि श्वास जैसे गंिीर बीमाररयों का वशकार होना पड रहा है।
ये ही नहीं उक्त उधोग की वचमनी की ऊंचाई िारत सरकार के राजपत्र सी.जी. डी.एल. अ. 22022022-233662 के पयाािरण, िन ओर जलिायु पररितान मंत्रालय अवधसूचना के पररपत्रो की खुले रूप से धजवजया उडाई जा रही है न ही उक्त ईट उधोग की इस पररपत्र के अनुसार न्यूनतम ऊंचाई है उक्त पररपत्र के साफ स्पष्ट उल्लेख कर रखा है वक 0.8 वकलोमीटर की आबादी क्षेत्र ि फलो के बागो से न्यूनतम दूरी होनी चावहए ि मौजूदा ईट उधोगो से न्यूनतम दूरी 1 वकलोमीटर की परीधी तक होनी चावहए। लेवकन उक्त आदेशो की खुले रूप से धजवजया उक्त ईट संचालन महोदय द्वारा उडाई जा रही है यह उक्त ईट वकसी िी दृष्टीकोण से राज्य सरकार ि केन्द्र सरकार के पररपत्रो की पालना नही करता है।
राजस्थान सरकार के राजस्व वििाग के पररपत्र क्रमांक प.6(33) राजस्व/6/2001/4 वदनाक 26/07/2010 के पररपत्रो की खुले रूप से धजवजया उडाई जा रही है। ईट उधोग की स्थापना के वलए िूवम का आिंटन वनयम 1987 प्रिािशील है लेवकन इस उधोग का न तो िूवम का आिंटन इस वनयमािली के तहत है। लेवकन उक्त ईट संचालको द्वारा िेकखोप तरीके से उक्त ईट उधोगो का संचालन वकया जा रहा है।
उक्त ईट संचालको द्वारा वबना खनन की अनुमवत के अिैध खनन कर कृवष िूवम की उपजाऊ वमट्टी का व्यिसायीकरण वकया जा रहा है न तो उक्त ईट उधोग के पास कोई SPT अनुमवत या रायल्टी िी नही है नाम मात्र की कागजी कारािाई कर प्रशासन की आखो में धूल झोकने का काम उक्त ईट उधोग द्वारा वकया जा रहा है।
पयाािरण प्रदूषण की न ही इनके पास कोई एनओसी िी नही है ऐसे ईट उधोग िट्ट का वनमााण ऐसी जगह करते है जहा वजम्मेदार प्रशासको की नजर न पड सके।
अतः श्रीमान आपसे वनिेदन है वक श्री राम ईट उधोग संचालक द्वारा वबना वनधााररत शतों, मापदंडो एिं प्रदूषण वनयंत्रण / पयाािरण संरक्षण कानूनो की पालना नही करने ईट उधोग को सीज कर गरीब बच्चो गुणित्तापूणा वशक्षा ग्रहण कर सके ि आबादी क्षेत्र में संचावलत ईट ऊधोग को तत्काल प्रिाि से सीज कर राजवहत ि पयाािरण वहत मे कारिाई कर राहत प्रदान करे। ”

“Subject: Request for sealing the brick kiln operating under the name Shri Ram Brick Industry in Kalchya Village, Shahpura Tehsil, Jaipur District.
Sir,

With reference to the above subject, it is to bring to your attention that a brick kiln is being operated near the Government Higher Primary School in Kalchya village, Shahpura Tehsil, Jaipur District. The morale of the brick kiln operators is so high that they have not spared even densely populated areas and temples of education. The operation of these brick kilns is being carried out without any registration or environmental NOC. Despite repeated efforts by the people of Gram Kaichya to inform the responsible local representatives, no action has been taken. On one hand, Honble Narendra Modi is running a "Ek Ped Maa Ke Naam" campaign to promote environmental protection, while on the other hand, these brick kilns continue to cause significant environmental pollution. Children coming to government schools are deprived of clean air due to the operations of these brick kilns, and the surrounding environment is enveloped in a thick fog of pollution. The noise from the transport vehicles coming to the kilns creates a chaotic atmosphere, forcing poor farmers' children to return home without receiving an education. The constant noise of vehicles around the school all day long is unbearable.
Young children are suffering from serious health issues like asthma and breathing problems at a tender age.
Furthermore, the height of the chimney of the said brick kiln blatantly violates the rules and notifications of the Ministry of Environment, Forest, and Climate Change, Government of India, as per the official Gazette C.G. D.L. A. 22022022-233662. The prescribed minimum distance, as mentioned in the circulars, is clearly violated. It specifies that a minimum distance of 0.8 kilometers must be maintained from populated areas and fruit orchards, and brick kilns should be at least 1 kilometer away from residential areas. However, these orders are being openly flouted by the operator of this brick kiln. This brick kiln does not comply with any of the State or Central Government circulars. The circular from the Rajasthan Revenue Department (Circular No. P.6(33) Revenue/6/2001/4 dated 26/07/2010) is also being openly ignored. The allocation of land for the establishment of a brick kiln is governed by the 1987 land allocation rules, but this kiln's land allocation does not adhere to these regulations. Despite this, the operators are running the kiln unchecked.
The operators of this brick kiln are engaging in illegal mining without the necessary mining permits and commercializing fertile agricultural land. They do not possess any SPT permits or royalty documents. The administration is being misled by minimal paperwork, and the brick kiln operators are getting away with this fraudulent activity.
There is also no environmental NOC, and these brick kilns are constructed in locations where they are less likely to be noticed by responsible authorities.
Therefore, I request that the brick kiln operated by Shri Ram Brick Kilns, which is operating without adhering to the prescribed conditions, standards, and pollution control/environmental protection laws, be seized. This will allow poor children to receive quality education and will help in taking immediate action against brick kilns

operating in residential areas, thus providing relief for the public and the environment.”
