The present petitions have been filed by the petitioners being aggrieved with the inaction on the part of the respondents in the enforcement of recovery warrants issued by the Consumer Disputes Redressal Commission VII (South-West Delhi) dated 24.03.2023.

Attention is drawn to the order/s passed by the concerned Consumer Dispute Redressal Forum VII in this regard. 5. Specific attention is drawn to order/s, whereby recovery warrants were directed to be issued against the judgment debtor / M/s Sainik Welfare Organization India (SWO India Ltd.).

It is further pointed out that the director of concerned judgment debtor/s has already been in custody in some other case. It is submitted that for the purpose of execution of warrants issued by the District Commission, the concerned SDM is required to take immediate steps to attach the properties of the judgment debtor/s.

It is pointed out that similar directions have been issued in W.P.(C) 6482/2025 in the order dated 05.08.2025, passed in the said proceedings. The same reads as under:

“ 1. The present petition has been filed by the petitioner, being aggrieved by the inaction on the part of respondents in the enforcement of recovery warrant issued by the Consumer Disputes Redressal Commission VII (South-West Delhi).

2. Attention is drawn to the orders passed by the concerned Consumer Dispute Redressal Forum VII in this regard.

3. Specific attention is drawn to the fact that the order dated 28.05.2024 refers to the fact that the recovery warrant has been issued to the DM (South-West) but no report has been submitted. The relevant extract of the said order is as under:-

“Recovery warrant is issued to the DM (South-West) but no report is received.”

4. Learned counsel for the respondents / concerned SDM states that in the aftermath of the aforesaid order dated 28.05.2024, various notices have been issued to the judgment debtor/s. Further, on 28.05.2025, the SHO, Dwarka, has been directed to arrest the concerned judgment debtor/s.

5. However, learned counsel for the petitioner submits that the concerned judgment debtor/s have already been in custody in some other case. It is submitted that the respondents / concerned SDM is required to take immediate steps to attach the properties of the concerned judgment debtor/s.

6. Let the respondents / concerned SDM take requisite steps to attach the assets of the judgment debtor/s.

7. Let necessary steps be taken by the SDM as expeditiously as possible and let a report in this regard be filed in the ongoing execution proceedings before the Consumer Dispute Redressal Forum VII.

8. The concerned SDM is directed to ensure that the above directions are implemented, and further steps be taken in consonance with the directions in the execution proceedings.

9. Let the concerned SDM also personally appear in the ongoing execution proceedings before the Consumer Dispute Redressal Forum VII.

10. With the aforesaid directions, the present petition is disposed of. “
