be pleased to declare the action of the respondents are not considering the case of the applicant for notional seniority in the cadre of Hostel Welfare Officer Grade-1 from the date 13.11.2012 instead of 15.05.2017, for which proposals were forwarded by the 3'^^ respondent vide proceedings in Rc.No.A/170/2018, dated 15.10.2018 to the 2'^^ respondent and the sameis pending till date without any orders is highly illegal, arbitrary, unreasonable, discriminatory and also in violation of principles of natural justice and declare the same as bad in law and consequently direct the respondents to pass final orders on the proposals dated 15.10.2018 of the 3rd respondent which was forwarded to the 2nd respondent and the same is pending without any orders till date.
