On 07.10.2013, the petitioners submitted a representation to the 3 respondent, requesting them to fix their pay scales in proportionate to the pay scales fixed by the 2^^ respondent to the employees working under the control of 2^^ respondent. However, the 3'”'^ respondent did not consider their representations. As a result, the petitioners filedW.P.No.35080 of 2014, wherein this Court directed the 3'^'^ respondent to consider and dispose of representation dated 07.10.2013 and pass appropriate order within a period of six weeks. In compliance of the order passed by this Court, the respondents considered petitioners’ representation and enhanced their wages as per G.O.Ms.No.11, dated 17.01.2012 at Rs.7,171/per month under unskilled category vide proceedings dated 18.11.2014. While the 3'’^ respondent enhanced their wages, he has insisted the petitioners to form as a society in order to receive their wages, which is contrary to the Rules. Thereafter, on 18.03.2015, the 3'^'^ respondent also issued a notice to the petitioners directing them to establish a society within seven days of receivingthenotice.Hence the writ petition.
