Counsel for the petitioner is permitted to amend the description of respondent No. 6 in the cause title during the course of the day.

The petitioner, who claims to be a student of Polytechnic Diploma in Kali Charan Nigam Institute of Technology, Banda, and belongs to Other Backward Caste, submitted an application for grant of fee reimbursement/scholarship, during the Academic Session 2015-16, 2-016-17 and 2017-18. However, the application has been categorised under the category 'suspect' and therefore, the petitioner has not been granted fee reimbursement/scholarship. The petitioner has, therefore, filed the instant writ petition seeking a mandamus commanding the respondents to pay these amounts to him.

Sri Siddiqui, learned standing counsel representing respondent Nos. 1 to 6 states that the sixth respondent is competent to examine the grievance of the petitioner.

Accordingly, the instant writ petition is disposed of with liberty to the petitioner to approach the sixth respondent with a certified copy of this order and a representation ventilating his grievance, and in which event, the shall shall be decided by the sixth respondent by means of a speaking order, within next three months.
