Father of the petitioner was working as Chaukidar in the Forest Department who died while in harness on 19.07.1991. Petitioner at that time was minor i.e. about four years of age. He is now seeking appointment on compassionate ground in Forest Department under dying in harness rules.
The writ petition is highly belated. The delay has not been explained, it is therefore, dismissed in limine, on the ground of latches.
