(SPA No. 330 of 2013 decided on 26.06.2014) holding that the Government Order dated 25.10.2005 is prospective in nature and cannot be made applicable retrospectively for the persons who had applied for the post prior to 25.10.2005. Moreover this Court is also of the view that it is clearly violation of Article 14 of the Constitution of India.
