"8.But, at the same time, the State Government does not seem to have talten a decision tocompletely debar- close relatives of'Government servantsfrom being appointed as lair-price shop dealers. If really the State Government intended to preventclose lclatives of'(lovernment servants to be appointedas fhir'-plicc shop dealers, therewas no necessity folthe (iovernment to couch the instructions in the manner in which it has, as noticed supra. A simpleand straighttbrward sentence such as ";close relativesof Government employees cannotbe appointedas fair- pricc shop dealers", rvould have conveyed the notion cleally. But, instead, the State Governmentpreferred to qualil'v their statement by using 'speciallythose worliing in Civil Supplies DePartment,Revenue l)epartment or the Civil Supplies Corporation orthe Village Administrative Offrcer ol theVillage', shall not be appointed as a fair-price shop dealer.This later part of the clause in fact, holds thekey lor understanding the contours of the policy whichthe Government contemplated for not appointingclose relatives of' the Governmcnt employees. Itis disct'rnible clearly that, the Governmentwanted to ensure that, close rclatives of thosewho are working in Civil Supplies Department, Revenue Department and the Civil Supplies Corporation or the Village Administrative Olficer of the Village concernedshall not be appointed. Perhaps, the close relativesof Government employecs, other than theabove lefbrred catego ries, are not intended to beprevented Ii'om being appointed."
