Petitioner is aggrieved by the action of the respondents in on not considering his case to the post of Junior Analyst appointment by transfer under 207o quota under Drugs Control Administration as arbitrary and illega1.

Heard Sri K.Vasudeva Reddy, learned counsel for petitioner, learned Government Pleader and Ms.Swapna Madhuri, learned Standing Counsel for Respondent No.4 and perused the record.

The case of the petitioner is that he is a Graduate in Pharmacy and working as Pharmacist Gr.II in Medical and Health Department since 1999 on regular basis for the last 22 years without any promotion. He submitted a representation dated 14-3.2005 to the 4th respondent requesting to consider his case for the post of Junior Analyst. The 4th respondent forwarded the said representation to the 2"d respondent, however, there is no positive response. Petitioner made several representations in this regard. While so, petitioner was issued with a memo dated 22.2.2014, directing the 2"d respondent to call for applications from Pharmacists to absorb as Junior Analysts in Director General, Drugs Control Administration (under 20% quota).

Petitioner along with three^{otherPharmacists made} representation dated 3.4,2014 to^{the l"t respondent working} under the administrative contrl of^{A.P. Vaidya Vidhana Parishad} to absorb them as Junior^{Analyst in Director General,Drugs} Control Administration. The 3'd^{respondentaddressed letter} d.ated 27.10.20i5 to the^1"1 respondent,^{which readsas follows:}

"lt is submitted that with regard to the^{promotion to the} post of Junior Analyst, the percentage of^{Drrect recruitment} 80% and 2Ook for feeder category^{for promotionto the Junior} Analyst post. The^qtota2Oa/o on^{the sanctionedstrength of 13} posts. As per tentative allocation of^posts by^StateRe- Organisation Committee is^{three(3) posts} \i.e.^{2.66 rounded to} 3). Hence, (03) vaca:rt^posts of Junior^{Analyst may be taken as} quota for Feeder category posts".

The grievance of the petitioner is that^{though he is working} on regular basis for the last 22^{yeats as PharmacistGr'II, his case} is not being considered for^{promotion. Hesubmitted} representation on 10.1.202 1 to^{consider his case for promotionas} Junior Analyst under 2Oo/o^{quota.Accordingto the petitioner,} there are three posts of Junior^{Analystare vacant tnder 2O'k'} quota til1 date.

In view of the above, without^{going into merits of the case,} the writ petition is disposed of,^{directing the 4th respondentto} consider the representation of the^{petitioner dated 10.1.202 1 for}
