1 Petitioner asserts that in view of the recent amendment to the Telangana Public Employment (Organisation of Local Cadresand Regulation of Direct Recruitment) Order, 2018 dated16.4.2021, which came into force, the services of the existing non-localdistrictoutsourcing employees are to be terminated with immediate effect andin theirplace the eligible local candidates are to be appointed.It is the furthercase of the petitioner that a letter vide L.R.No.TSSCS/142/2021dated 23.O2.2O2I addressed by the Srh respondent to the3'd respondent confirms the fact that all the staff working in theTSSCStudyCircle District Branch, Ranga Reddy are non-localcandidates arrd that thestrr respondent requested the 3'd respondent to reviewthe loca.lstatusof the staff working on outsourcing basis inthe TSSC Study Circle,Ranga Reddy District. It is hisgrievance that the alreadyappointedout sourcing non-local candidates are beingcontinuedtill date even though the contract term of oneyear was completedon 3O.4.2019 whowere originally appointed on 01.5.2018 for variouspostsin the TSSC Study Circle, Rangareddy Branch. In this connection,the petitionerfiled representation dated 01.5.2021 for appointmentof local districteligible candidates in the TSSC Study Circle,RangaReddy Districtbefore the respondents. Since the said representationwas not considered,he ftled the present Writ Petition.
