Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court will be pleased to to issue a writ of Mandamus or any other appropriate writ order or direction more particularly one in nature of writ, declaring the action of the respondents in not paying the stipend to the petitioner's Institution for a period of 3 months amounting to Rs.34,980/- as the action of the respondents is hi8ghly arbitrary illegal, offending the Articles 14 & 15 of the Constitution of India and consequently direct the respondents in payment of stipead for a period of 3 months and pass
