District level for the implementation of the said project/scheme comprises of the officers pertaining to all the State Departments. Secondly, the communication dated 18.07.2022 issued by the Joint Secretary of the Panchayati Raj Department asserts that ‘Shakshar Bharat Mission’ is not a Scheme incorporated with the Panchayati Raj Department. Most importantly, the communication dated 25.07.2022 issued by the Additional Director of the Shaksharta evam Satat Shiksha Rajasthan, Jaipur specifically states that ‘Shakshar Bharat Mission’ was conducted and executed by the Elementary Education Department. Therefore, in view of the specific assertion of the State Department, it cannot be concluded that ‘Shakshar Bharat Mission’ was a project handed over to the Panchayati Raj Department or being governed by the said Department. Condition No.11 of the advertisement provided for award of bonus marks only to the candidates having an experience with any of the Schemes of MGNREGA or Panchayati Raj Department. Clearly, the petitioner did not have the experience with any of such schemes and therefore, he cannot be held to be entitled for award of bonus marks.
