For the controversy involved herein is with reference to promotion of the petitioner which dates back to the year 1997. However, in the year 2018, according to learned counsel for the petitioner, the date of promotion has been shifted to 2008, and therefore, the cause of action arose to the petitioner in the year 2018, after he retired attaining the age of superannuation. For the controversy raised herein a specific forum has been provided under the Rajasthan Civil Services (Service Matters Appellate Tribunals), Act, 1976. However, learned counsel for the petitioner

submits that for the present, the petitioner would be satisfied, if the State-respondents are directed to consider and decide the representation within a time frame

In view of the limited prayer addressed; the instant writ proceedings are closed with a direction to the petitioner to address a comprehensive representation to the respondents, within two weeks hereinafter.

In case, a representation is so addressed within the aforesaid period, the State-respondents are directed to consider and decide the same by a reasoned and speaking order as expeditiously as possible in accordance with law; preferably within four months from the date of receipt of the representation along with a certified copy of this order.

With the observations and directions, as indicated above, the writ as well as stay application stand disposed off.
