The petitioner has filed the instant petition under Articles 226/227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the memo dated 01.04.2024 (Annexure P-16) and the decision taken on the file by the learned Chief Minister, Punjab dated 27.03.2024 (Annexure P-19), who is not the disciplinary authority in the case of the petitioner, whereby request of the petitioner for change of Inquiry Officer in the charge-sheet dated 13.09.2021 (Annexure P-4) has been declined. Further, seeking issuance of a writ of mandamus directing the respondents to appoint some independent/unbiased and neutral Inquiry Officer amongst the panel of retired IAS/Judicial Officers circulated by the Department of Personnel, vide circular dated 10.01.2024 (Annexure P-15) to ensure fairness of inquiry and till then the further proceedings in the abovesaid chrage-sheet may be ordered to

Learned counsel for the petitioner submits that during the pendency of the instant petition, the Inquiry Officer was changed and the inquiry has been completed by the new Inquiry Officer and the inquiry report has also been submitted to the Government. She further submits that in view of the said development, the instant petition has been rendered infructuous.
