It is the contention of the counsel for the petitioner that in a short span of one month, petitioner has been transferred on three occasions and on each transfer, petitioner has joined the place of his posting. He contends that the petitioner has submitted a representation dated 15.8.2012 (Annexure-P7), which has been sent through registered post on 17.8.2012 to the Financial Commissioner and Principal Secretary to the Government of Haryana, School Education, Haryana-respondent No. 1, praying therein not to frequently transfer him as there are no administrative reasons on which the petitioner deserves to be transferred and there are no complaints against him.

Counsel for the petitioner states that the petitioner, at this stage, would be satisfied if a direction is issued to the Financial Commissioner and Principal Secretary to the Government of Haryana, School Education, Haryana-respondent No. 1, to consider and decide the representation dated 15.8.2012 (Annexure-P-7), which has been sent through registered post on 17.8.2012, within some specified time.

Without going into the merits of the case or commenting thereon, this petition is disposed of with a direction to the Financial Commissioner and Principal Secretary to the Government of Haryana, School Education, Haryana-respondent No. 1 to consider and decide the representation dated 15.8.2012 (Annexure-P-7), which has been sent through registered post on 17.8.2012, within a period of six weeks from the date of receipt of certified copy of this order. The decision so taken be conveyed to the petitioner forthwith.

If the aforesaid representation of the petitioner is rejected, then a speaking and well reasoned order be passed by respondent No. 1 and the same be conveyed to the petitioner forthwith.
