The husband of the petitioner retired as a District Revenue Officer on 31.1.1990. In the year 2007, he was admitted in Sir Ganga Ram Hospital, Rajinder Nagar, New Delhi as he suffered a brain haemorrhage and heart attack. The late husband of the petitioner remained admitted in hospital from 8.1.2007 to 6.3.2007. The petitioner claims to have incurred expenses of 9,49,100/-. He was discharged from the hospital on 6.3.2007, but subsequently expired on 5.5.2007. The petitioner being his wife made a claim for reimbursement of 9,50,600/- and submitted the documents with complete formalities. Her grievance is that she was made to struggle for getting this money for over a period of two years. Finally, the medical reimbursement to the tune of ` 7,26,151/- was allowed on 4.5.2009. Still, the money was not paid as the budget was not available.
Concededly, now the petitioner has received this amount and she has now come up with the grievance that interest be allowed on this payment for delayed release thereof. Medical reimbursement is a welfare scheme which is for benefit of the employees and is more in the nature of gratuitous scheme. Delay of release of amount paid as welfare measure should not normally call for payment of interest.
The writ petition is accordingly dismissed.
