following relief:-
"The order dated 01.10.2013 issued by Section Engineer (Works), East Central Railway, Kiul (Respondent No.3) vide No. W13/Encroachment be quashed."
At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the Divisional Railway Manager, East Central Railway, Danapur for redressal of his grievance regarding the Section Engineer (Works), East Central Railway, Kiul having issued an ex-parte notice to the petitioner for removal of septic tank in question,
