It is made clear that this Court has not gone
into the merits of the matter at all and all issues remain open for consideration by the respondents to decide if the petitioner was covered by any orders of this Court or not.

by the petitioner be disposed of by a reasoned and speaking order within a maximum period of two months from the date of receipt/presentation of a copy of this order.
