“In this regard, it is submitted that one EGS Upper Primary Centre (having Class-VI & VII) was started in the village of Ghungi under Loisingha Block in the year 2002 under Education Guarantee Scheme. Subsequently, as per decision of the Govt. in S&ME Dept., Lankabahal Govt. Primary School was upgraded to Project Upper Primary School in the year 2006, which is less than 1 KM from the village Ghungi. Thus consequent upon up-gradation of Lankabal Govt. PS to Project Upper Primary School, which is less than 1 KM from Ghungi village, Ghungi EGS Upper Primary Centre was closed in the year 2006 and EGS Scheme was closed in the year 2008. So, it is submitted that Ghungi Govt. Primary School was not upgraded to Upper Primary School as Lankabahal Govt. Primary School has
