Due to outbreak of COVID-19, this matter is taken up through video conferencing.

Heard Mr. P.S. Nayak, learned counsel for the petitioner and learned counsel for the opposite parties.

The petitioner has filed this writ petition seeking to quash order dated 25.11.2020 passed by opposite party no.3 in Annexure-4, wherein it is observed that after fulfilling the criteria request for issue of transfer application form will be considered, and further seeks direction to the opposite parties to issue 3^rd party transfer application form against plot no.13-3B/1246 in Sector-13, CDA and approve the same for 3^rd party transfer of the allotted plot within a stipulated period.

Mr. P.S. Nayak, learned counsel for the petitioner at the outset contended that the relief sought by the petitioner is covered by the order dated 20.06.2018 passed by this Court in W.P.(C) No. 3231 of 2017

( Kalpataru Biswal v. State of Odisha and others ), which is placed on record as Annexure-5, and thereby this matter should be disposed of in terms of the said order.

In view of such submission, the writ petition stands disposed of directing the opposite parties to redress the grievance of the petitioner in terms of order dated 20.06.2018 passed in W.P.(C) No. 3231 of 2017 as expeditiously as possible, preferably within a period of three months from the date of production of certified/ authenticated copy of this order.

With the above observations and directions, this writ petition is disposed of.

As COVID-19 pandemic situation is continuing, learned counsel for the parties may utilize the soft copy of this order available in the High Court’s official website or print out thereof at par with certified copies in the manner prescribed vide Court’s Notice No.4587 dated 25.03.2020.
