4.02.2016 Heard Mr. Swain, learned counsel for the petitioner and Mr. Mohapatra, learned Standin
g Counsel for the School & Mass Education Department.

 In this writ application, the petitioner has prayed for a direction to the opposite pa
rties, more particularly, to opposite party no.3 to approve her appointment against a Trained
Graduate post as well as Headmaster-in-Charge of the said Institution and further to release h
er salary components in her favour under the direct payment scheme within a stipulated time.
 During course of hearing, Mr. Swain, learned counsel for the petitioner submits that l
iberty be granted to the petitioner to file a representation before opposite party no.2 highli
ghting all her grievances. Accordingly, he prays that a direction may be given to opposite par
ty no.2 to dispose of the said representation within a stipulated time.

 Considering the submissions made and without expressing any opinion on the merits of t
he case, this Court grants liberty to the petitioner to file a representation before opposite
party no.2 highlighting all her grievances within two weeks. In the event, such representation
 is filed before opposite party no.2, opposite party no.2 shall do well to dispose of the same
 by passing a reasoned order in accordance with law within a period of two months from the dat
e of receipt of such representation along with a certified copy of this order. It is needless
to say that while disposing of the representation, opposite party no.2 should keep in mind the
 decision of the Honble Supreme Court reported in (2008) 8 SCC 648 (Union of India and others
v. Tarsem Singh).

 The writ application is accordingly disposed of.

 Issue urgent certified copy of this order on proper application.
