The petitioners want that the old Grama Panchayat Arisal be bifurcated, but th e new Grama Panchayat be fixed taking the villages situated on the other side of river Luna an d both the old Panchayat and new Panchayat should not remain in one side of river Luna keeping a natural barrier for the constituent villages situated on the other side.

The grievance of the petitioners appears to be prima facie genuine. Taking into consideration the limited grievance of the petitioners and without going into merit of the case, this writ petition is disposed of with a direction that the pet itioners shall file a detailed representation along with the certified copy of this order and a copy of the writ petition containing all the Annexures, before the Commissioner-cum-Secretar y to the Government. in Panchayati Raj Department, within 15 (fifteen) days from today. Learned Commissioner-cum-Secretary to the Government in Panchayati Raj Departm ent is directed to consider the grievance of the petitioners within four weeks from the date o f receipt of a certified copy of this order. If necessary, the petitioners and other concerned parties may be given opportunity of hearing in the matter, and a reasoned order in consonance with the guidelines of the Government be passed by the learned Commissioner-cum-Secretary, Pa nchayati Raj Department.
