14.3.2016 The petitioner has filed this writ application with the following reliefs;
a) Admit this writ application.

b) To issue a direction directing the opp. Party for filling up the vacancy in accordance with
 the prescribed procedure under law and appointment be made strictly according to the merit.
c) To issue a direction directing the opp. Party no.2 to sponsor the name of the petitioner fo
r the appointment to the post of J.E (Electronics and Telecom) under opp. Party no.3.
d) To issue a direction directing opp. Party no.3 to give appointment to the petitioner in the
 post of J.E (Electronics) and Telecom.

(e) Any other order/orders to which the petitioner is found entitled to in the facts and circu
mstances of the case

f) To allow the petition with cost.

 The case of the petitioner is that she has passed Diploma in Electronics and
Telecommunication in 1st Division in 1987. To prepare a panel for appointment to the post of J
unior Engineer, opposite party no.2 vide office order no.93/13 published a notice in the local
 daily The Samaj on 21.9.1997, vide Annexre-2. The applicant registered her name in the office
 of the opposite party no.2 on 22.9.1997. Some posts of Junior Engineers were lying vacant in
the office of the Grid Corporation of Orissa Limited, opposite party no.3. To fill up those va
cancies, opposite party no.2 on 7.10.1997 sponsored the names of 35 Diploma Holders in Electri
cal and 17 in Electronics and Telecommunication. The petitioner possessed the requisite criter
ia. Her name found place in the list prepared by opposite party no.2. Though she secured 1st c
lass in Diploma but the names of persons who had secured less marks had been sponsored. With t
he factual scenario, this writ application has been filed.
