2. This Writ Petition has been filed by the petitioner with a prayer to direct the opposi
te parties to create Kharsel Grama Panchayat including the contiguous villages namely Kharsel
(Salebihidi), Karlakhamar, Rebidi, Baigapada and Ranidungri under Sinapali Block in the distri
ct of Nuapada.
3. The Government of Odisha in the Department of Panchayati Raj in exercise of the powers
conferred under Section 149 of the Odisha Grama Panchayat Act, 1964 have issued a notificatio
n on 01.7.2015 regarding reorganization and delimitation of the Gramas. In pursuance of the sa
id notification, step was taken for reorganization of Grama Panchayats in the district of Nuap
ada.
4. Learned counsel appearing for the petitioner submitted that though the villagers have
filed a representation before the Collector, Nuapada opposite party no.2 under Annexure-5 on
18.8.2015 highlighting their grievance, no action has been taken as yet.
5. Considering the above, this Court disposes of this Writ Petition with a direction to t
he Collector, Nuapada opposite party no.2 to dispose of the representation filed by the villa
gers under Annexure-5 in accordance with law, as expeditiously as possible, preferably within
a period of four weeks from the date of production of certified copy of this order
along with a copy of this Writ Petition, after giving opportunity of hearing to the parties. T
he
petitioner shall produce the certified copy of this order before opposite party no.2 on or bef
ore 17.10.2015.
