3 In the light of the limited prayer sought for in the writ petition, this Court without going into the merits, directs the first respondent to consider the representation of the petitioner dated 13.09.2013 and pass appropriate orders on

merits and in accordance with law, after providing an opportunity to all the necessary parties within a period of four weeks from the date of receipt of a copy of this order.
