Ext.P2, the revenue recovery action for realising the arrears by KESB were intensified. Per day, the interest accrued was Rs.68,155/-. When the scheme of settlement for arrears under One Time Settlement mooted, the same was intimated to the consumers including the 7th respondent to avail the benefit at the reduced rate of interest at 9% per annum. Accordingly, the outstanding arrears along with the reduced interest came down to Rs.25,38,12,354/-. The Company was not able to pay the said amount as it was defunct. However, another scheme was introduced in 2011 which came to the benefit of consumers to settle the pending arrears. Consequently, Rs.14,75,58,345/- arrived at after adjusting the cash deposit and bank guarantee available with reduced rate of interest at 3% per annum. As K.S.E.B. had adopted One Time Settlement from time to time so far as clearance of arrears pending from 2005, whichever consumer was legally entitled as per the scheme in force were given the said benefit.
