This writ petition is filed challenging Ext.P11 order passed by 5^th respondent. As per the same the 5^th respondent found that the petitioner is not a graduate in English and hence ineligible to be appointed as HSA(English) in terms of Ext.P2 Government Order. Against Ext.P11, the manager has filed Ext.P12 appeal before the second respondent on 7.5.2010. Subsequently, the petitioner has approached the second respondent by filing Ext.P13 appeal. Along with the same, he has also filed Ext.P13(a) stay petition. Both Ext.P13 appeal and P13(a) stay petition are dated 1.6.2010. In case, the second respondent received Ext.P13 appeal , the second respondent shall consider the same and pass orders thereon within a period of three months from the date of receipt of a copy of this judgment. The petitioner shall also be heard prior to the passing orders on Ext.P13 appeal. In case, the second respondent received Ext.P13(a) stay petition, the second respondent shall consider and pass orders thereon within a
