J U D G M E N T

The petitioner for the purpose of getting connection to his building said to be owned by him has submitted an application. It appears that the 3^rd respondent has raised an objection. Exhibit P1 is the application pending consideration before the District Collector. It is submitted by the learned standing counsel appearing on behalf of the Board that the District Collector has in turn asked for a report from the Electricity Board and they have already submitted a report, Exhibit P2.

In the factual situation though the 3^rd respondent is made a party it may not be necessary to issue notice to him at this stage since I am not disposing of the matter on merits.

However, there will be a direction to the District Collector to expedite and pass final orders on Exhibit P1 after hearing the 3^rd respondent also. As the matter relates to getting connection, the same may be passed expeditiously at any rate within a period of three months.

Produce a copy of this judgment before the District Collector for information and compliance.

Writ petition is disposed of as above.
