“a. Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondent to decide the Petitioner’s original Tools Loan applications under Rule 276 in accordance with law and to process and grant the same within a specified time frame; b. Direct the Respondent to disburse the Tools Loan to the Petitioner along with all accrued benefits; and interest thereon.

c. Direct an inquiry into the procedural lapses and dereliction of duty by the Board officials;
