Apart from the issue whether this Petition can be entertained as a Public Interest Litigation, we find that before approaching the writ Court for seeking a Writ of Mandamus, the Petitioners have not approached the concerned authorities by making appropriate representation for pointing out the alleged illegalities. Therefore, we decline to entertain this Petition. The Petition is disposed of. However, the disposal of the Petition will not prevent the Petitioners from making appropriate representation to the appropriate authorities.
