Respondent Nos.4 and 5. Today counsel Mr.
Vijay Sharma makes available copy of
Government Resolution dated 11th May, 2004.
It is marked by letter "Y" for identification
and taken on record. Copy thereof has been
served to counsel Mr. P.R.Patil who appears
for the petitioners. In this Government
Resolution dated 11th May, 2004 reference is
made to earlier Government Resolution dated
13th November, 2003. We have seen both the
Government Resolutions and heard learned
counsel for the parties. Mr. Vijay Sharma,
