The petitioner was transferred in the year 2002 from one place to another. That transfer order was subsequently cancelled, and was not given effect to. But the petitioner proceeded in different forums, demanding the reasons for his transfer, as, according to him, he was transferred because of some adverse report written by somebody. Ultimately, he approached the State Information Commissioner, requesting him to supply the information as to why he was transferred.
