P.C. :
The State to file proper affidavit clearly elucidating their stand in regard to the implementation of the judgment of the Supreme Court, providing of infrastructure and the consequential legislative steps which are to be taken by them. This affidavit shall be filed within two weeks from today. In the event no affidavit is filed, the Secretary, Law and Judiciary shall remain present in Court on the next date of hearing.

The affidavit to be filed within two weeks with an
advocate copy to all the learned counsel appearing for the parties including the High Court which is Respondent No.2 in these proceedings. Respondent No. 2 shall file its affidavit in response thereto stating the various steps that have been taken within two weeks thereafter.
We make it clear that all the concerned should carry out the directions contained in this order without fail.
