The petitioner sought a mandamus directing respondent nos. 3 to 6 to sanction a permanent new electricity connection for her house at Araji No. 138, Dadanpur, Hanuman Nagar, Jhhalwa, District Prayagraj. An interim order of 14.10.2025 had required the respondents' counsel to furnish instructions, evidence that the connection ran through a proper pole, and the connection number and bill. On 06.11.2025 the respondents reported that, complying with an order dated 09.06.2025, connection no. 3067296220 (meter 2 SB-30213) had been released at the petitioner's premises on 13.06.2025, but that the service cable ran straight from the area's last LT pole over a vacant plot; they undertook to shift the pole within one month and to complete network development so as to reroute the cable along the roadside by 15.11.2025. Disposing of the petition, the Court expressed the expectation that the respondents abide by their statement and do the needful within one month.

Heard learned counsel for the petitioner, learned Standing Counsel for the State respondents and Sri Narendra Kumar Tiwari, learned counsel for the respondent nos. 2 to 5.

By means of the present writ petition, the petitioner has prayed for the following reliefs:-

"(i) To issue a writ, order or direction in the nature of mandamus commanding the respondent No.3 to 6 to sanction the permanent electricity new connection against the house of the petitioner situated in ArajiNo. 138 Dadanpur, Hanuman Nagar Jhhalwa District Prayagraj.

(ii) To issue a suitable writ, order or direction which this Hon'ble court may deem fit and proper under the circumstances of the case."

This Court on 14.10.2025 had passed the order in following terms :-

"1. Sri Narendra Kumar Tiwari, learned counsel for the respondents prays for and is granted two weeks' time to seek complete instructions in the matter. It is also directed that he shall produce the evidence that the electricity connection has been given to the petitioner through a proper pole and not by passing over the line over somebody's house.

2. Learned counsel for the respondents is further directed to inform the Court about connection number and electricity bill of the electricity connection of the petitioner.

3. Put up as fresh on 06.11.2025"

instructions, submits that the electricity pole through which the electricity connection of the petitioner has been provided shall be shifted within a period of one month. The relevant extract of the instructions is reproduced herein below:-

"1. मा. उच्च न्यायालय इलाहाबाद के पािरत आदेश िदनांक 09.06.2025 के अनुपालन में िदनांक 13.06.2025 को वादी के पिरसर पर मीटर संख्या 2 SB-30213 स्थािपत कर िवद्युत संयोजन िनगर्त कर िदया गया है। िनगर्त संयोजन का संयोजन संख्या 3067296220 है।

2. िनगर्त संयोजन संख्या 3067296220 का िदनांक 13.06.2025 से िदनांक 04.11.2025 की मीटर की कुल रीिडग 1699 KWH िडमाण्ड 1.94 KW के अनुसार िबल िनगर्त कर बादी को उपलब्ध भी करा िदया गया है।

3. िनगर्त िवद्युत संयोजन के सम्बन्ध मे अवगत कराना है िक इस क्षेत्र में स्थािपत एल.टी. लाइन के आिखरी पोल से सीधे केबल खीचकर वादी को पिरसर पर लगे मीटर मे जोडा गया है। पिरसर से पोल की दूरी ज्यादा होने एवं बीच में रास्ते के मुडाव के कारण इनकी सिवस केबल रास्ते के बगल खाली पड़े प्लाट के ऊपर से भी गुजर रही है। इसके िनवारण हेतु िवद्युत तंत्र िवकिसत करने की आवश्यकता है। इस िवद्युत तंत्र को िवकिसत करने हेतु िनयमानुसार स्वीकृित प्राप्त कर भण्डार खण्ड प्रयागराज से सामाग्री प्राप्त करने हेतु पी.आर. ( Purchase Requisition) भी लगा िदया गया है एवं कायर्दायी संस्था भी िनयुक्त कर ली गयी है। यह िवद्युतीकरण का कायर् िदनांक 15.11.2025 तक पूणर् करा िलया जायेगा िजससे िक इनकी सिवस केबल जो िक खाली पडे प्लाट के ऊपर से गुजर रही है, को रास्ते के िकनारे से ले जाया जा सके।"

In view of the aforesaid statement and instructions furnished on behalf of the respondents, the writ petition is disposed of with the expectation that the respondents shall abide by the statement made before the Court and do the needful within a period of one month from today.
