Heard learned counsel for the petitioner, Sri Waseeq Uddin Ahmad, learned counsel for the opposite parties no. 2 to 4 and Sri Prem Shanker Shukla, Advocate who has filed his memo of appearance on behalf of the opposite party no.1, which is taken on record.
This writ petition has been filed with the following main prayer:-
" i. Issue a writ, order or direction in the nature of certiorari quashing the impugned orders dated 14.06.2024 and 08.05.2024 passed by the opposite party no.3/ Indian Oil Corporation, Lucknow annexed as Annexure nos. 1 and 2 respectively, in so far the candidature of the petitioner for establishing Retail Outlet Dealership has been arbitrarily rejected and the category of land offered by the petitioner has been downgraded from Group-I to Group-III.
ii. Issue a writ, order or direction in the nature of Mandamus commanding the opposite party no. 3/Indian Oil Corporation to reconsider the application of the petitioner against the advertisement dated 28.06.2023 for establishment of Retail Outlet Dealership after taking in consideration the entire facts and circumstances and all relevant documents. "
