Heard learned Counsel for the petitioner, Ms. Usha Kiran, learned Counsel appearing on behalf of respondent nos. 2 and 3 and Mr. D.K. Singh, learned Additional Chief Standing Counsel appearing on behalf of respondent no. 1.
The petitioner applied for consideration of his candidature for the post of Coolie in the year 1990. The petitioner says that the respondents have not considered his candidature so far.
A period as long as thirty-three years has elapsed since the cause of action arose. He has slept over the matter for a period of thirtythree years, a decade and three more than Rip Van Winkle. This petition ex facie suffers from unexplained latches.
Accordingly, the writ petition is dismissed . No costs.
